Now in its 21st year, the Scottish Government Annual Procurement Conference returns as the centrepiece of Procurex Scotland 2026 — and this year’s edition marks a pivotal moment for the profession.
The 2026 programme is built around three defining themes – Collaboration, Capability, and AI – each chosen to reflect the strategic priorities and emerging challenges shaping how Scotland directs its £17 billion annual procurement spend.
Hosted within Procurex Scotland 2026 and curated in direct partnership with the Scottish Government, the Conference ensures its agenda authentically reflects national procurement policy priorities. Attendees will hear from procurement leaders across the devolved public sector, engage with Scottish Government policy direction, and explore what the next chapter of public procurement in Scotland looks like in practice.

How can the Scottish public sector work smarter together? From cross-organisational frameworks to shared services and mutual accountability, this theme examines how collaboration is already delivering stronger outcomes — and what more is possible.
Capability
The procurement profession is evolving rapidly. This theme explores what it means to build, retain, and develop the skilled workforce Scotland’s public sector needs — and how organisations, academia, and professional bodies are responding.
AI
From pilot to practice, artificial intelligence is beginning to reshape how procurement teams work. This theme cuts through the noise to examine where AI is genuinely adding value in public procurement today, and how to navigate the opportunities and risks ahead.
