Ivan McKee MSP
Minister for Public Finance
Ivan McKee was appointed Minister for Public Finance in May 2024. His career has involved a number of senior roles in manufacturing and business, managing companies in the UK as well as Poland, Finland, Croatia and Bosnia. Early in his career, Ivan spent two years with VSO in Bangladesh. He is currently a trustee of the charity CEI, which supports education and health projects in Bangladesh. Ivan has been MSP for Glasgow Provan since May 2016. He was brought up in Glasgow where he studied at the University of Strathclyde. He also studied at the University of Newcastle.
Nick Ford

Nick spent eight years as Head of Commercial and Procurement at the Department for International Development. Following over 25 years within the private sector specialising in procurement, commercial and project management in roles across the UK, USA, Australia, and Spain, Nick joined the public sector as part of HMG’s Commercial Functional Leadership Group. Nick is a Fellow of the Chartered Institute of Procurement and Supply (CIPS) and a Chartered Global Management Accountant. Previously a CIPS Regional Chair and regular keynote speaker at conferences, Nick is also an active mentor for Procurement and Commercial professionals.
Julie Welsh

Julie Welsh is the Director of Scotland Excel, the Centre of Procurement Expertise for local government. As the organisation’s senior officer, she provides leadership and strategic direction to ensure its services are aligned to the needs of the sector. Since taking up her post in September 2014, Julie has implemented strategies to extend the range of services provided by Scotland Excel, extend the influence of the organisation in the wider public sector landscape, and secure its future as a leading shared service.
Natalie Lafferty
Head of Representation & Policy
Natalie Lafferty has recently joined UCISA, the member-led professional body for digital practitioners in education as Head of Representation and Policy. She joined UCISA from the University of Dundee where she was Head of the Centre for Technology and Innovation in Learning at the University of Dundee. At Dundee, Natalie led the development of Dundee’s approach to Generative AI in teaching and learning, developing guidance for staff and students and staff development. With over 20 years experience of digital education Natalie is also a trustee of the Association for Learning Technology (ALT), where she has co-led work supporting the development of its Framework for Ethical Learning Technology (FELT).
Tom Wilkinson

Tom is the Chief Data Officer at the Scottish Government, with extensive hands-on experience working across Data Science, Data Analysis, Data Architecture, Software Development and Data Engineering. With his wealth of experience working in various UK government departments, he has spent several years developing and improving organisations’ use of data to inform policy and operational decisions.

Denis is Head of the Procurement Services Division at the Scottish Government, delivering collaborative digital technology agreements for the Scottish public sector with particular interests in strategy development, commodity leadership, sustainability, supplier access and stakeholder engagement.
Mark Elliott
Head of CivTech Division - Digital Directorate
Mark's been involved with innovation for almost the whole of his life, certainly since his teenage years when his father – a researcher, inventor and innovator [though he preferred the word ‘engineer’] – realised Mark would be a good lab rat.
Mark is also one of those rare animals who’s developed long and successful track records at the highest levels of the digital and creative industries, in multiple disciplines - as a creative practitioner, as a business lead, as an economic development strategist, and latterly as the guiding force behind CivTech Scotland, the world’s first successful public-sector-focused innovation accelerator. With the ability to range from big visions to the tiniest detail, he couples strategy with successful, genuine and impactful on-the-ground effort.
He graduated from St Martin’s School of Art, London and became London’s [and probably the world’s] youngest commercials editor, then its youngest commercials director, making films across the world for clients including Coca Cola, Walt Disney, Volkswagen, Ford, Unilever and Procter & Gamble. Business-wise, he first took charge of the fortunes of a start-up at the age of 22 and helped it grow into one of the most successful commercials post-production companies around.
It means he’s worked in, and with, start-ups and SMEs pretty much ever since.
At the same time as working in film Mark took on many other challenges. In 1996 he became the world’s first Creative Head of a Premiership football club – helping to massively increase the brand power and commercial activities of [the then fashionable] Middlesbrough AFC. He was also co-founder and creative head of radical and highly successful training company ClickHere Ltd – sold to Tanfield Plc in 2003.
Mark has also sat on numerous advisory and regulatory boards at local, regional and national level, including Audiences North East, the Film and Television Skills Advisory Group, North East England [2003 – 2007], the Tees Valley Learning and Skills Council [2002 – 2006], and the Creative Industries Advisory Group Member, ONE North East [2001 – 2005].
In 2003 he took over DigitalCity in the Tees Valley, North East England: in the eleven years under his leadership it went from ‘troubled’ paper exercise to a fully-fledged and brilliantly successful creative and digital cluster initiative, acknowledged as one of the greatest projects of its type anywhere in Europe.
Mark was its 'architect' and champion, and with a mission to create and maintain a vibrant, successful and self-sustaining digital and creative supercluster. It delivered everything a regeneration project should do [which they often don't], including massive company growth, hundreds of jobs, significant private sector investment and huge local economic impact. In his time there, Middlesbrough – the centre of the initiative - went from plumb bottom of over 400 areas in England to fourth place in terms of the proportion of high-growth-potential tech companies [Experian]; and in 2013 it was identified by the Financial Times as one of the UK’s digital hotspots – the only one in the UK north of Birmingham. Key partners in the DigitalCity were the region’s local authorities, and with DigitalCity actually based out of Middlesbrough Council, Mark became all too aware of the challenges and barriers faced by councils – especially those that are custodians of deprived areas.
Mark’s history in tech has been a long one. The film industry has always been an early adopter, and Mark ordered some of the first non-linear editing systems for the editing company he ran back in the 1980s. At DigitalCity he started his long association with tech accelerators: there in 2009 he co-founded The Difference Engine – Europe’s first true, intensive tech accelerator, and on moving to Scotland in 2014, designed and executed Scotland’s first accelerator – the UP Accelerator. And in 2015 he was part of the team that gor CivTech off the ground. Now, some 90 or so Challenges later, it’s regarded as a singular success story, acknowledged in the Uk as the ‘gold standard’ in innovation systems, and internationally.
CivTech is a key component of the Scottish Government’s transformation strategy, centred on driving daring and innovation in the Scottish public sector by collaboratively solving challenges to make people’s lives better, with an absolute focus on citizen-centred design and co-development, it pure and simple ‘tech for good’.
He still walks the walk creatively and is currently developing a potentially huge cross-gender, worldwide children’s entertainment franchise - a future-based action-adventure story universe the world’s most popular sport, at its heart.
He lives in Edinburgh, Scotland with his wife Janet Archer. And when he has time he escapes to the wonderful, rugged landscapes surrounding the city because he’s a passionate, 'double badass' [for those of you who know the Rules of Cycling], but very slow cyclist.
Rona Dougall

Rona Dougall is a broadcaster, freelance journalist and also a popular TV presenter best known as the host of STV’s flagship current affairs programme ‘Scotland Tonight‘. The thirty minute live programme takes an in-depth look at the big news stories of the day, along with sport, politics, business, art and entertainment.
Before becoming a Scottish Television anchor, Rona was Sky News Scotland correspondent for over 15 years. During that time she covered many headline stories, including the Dunblane massacre, the trial of the Lockerbie bomber at Camp Zeist in the Netherlands, the death of Princess Diana from Balmoral, the opening of the Scottish parliament and several Scottish elections.
She was also part of the British Bafta award winning team which covered the terrorist attack at Glasgow airport.
Off duty Rona Dougall is a mother to her two children, a keen runner and a voracious reader.

Ian Schollar
Head of CIPS Business Study Centre
Ian Schollar is the Head of CIPS Business Study Centre at CIPS and has had a progressive career in procurement and commercial roles spanning over 30 years in both public and private sectors.
He started his career with Mallory Batteries (Duracell) in 1983, before spending 15 years working within both central and local public sector organisations. He was responsible for procuring a diverse range of categories from breathing apparatus for fire fighters to high tech radar systems for air traffic controllers.
In 1998, Ian became a Senior Advisor for Crown Agents, an International Development Agency. He was project lead on numerous capacity building projects working in Africa, the Middle East, Central Asia and Eastern Europe and headed up the procurement and supply chain training at their Training Centre. Ian has worked at CIPS since 2005 and has a particular passion for professional development.
Ian is a Fellow of CIPS and holds a Master’s Degree in Management, Learning and Leadership from Lancaster University Management School.

Gillian Cameron is the Programme Manager for the Supplier Development Programme (SDP), a business support initiative, supported by Scottish Government, Scottish Local Authorities and Agencies. The Programme’s aim is to help Scottish SMEs improve their performance in winning contracts in the public sector. Gillian has over 25 years’ experience in public sector procurement, previously working on many high-profile supplier engagement projects with the Ministry of Defence, the NHS and London 2012 Olympic games. She is a member of the Scottish Government’s Procurement Supplier Group, which aims to inform, influence, and engage with procurement strategy and derive the maximum economic benefit from public sector purchasing.
Jamie Lawson

Jamie is the Strategic Partnerships and Engagement Manager for Social Enterprise Scotland and joint lead for the new and exciting Social Enterprise Scotland Buy Social Scotland Pledge initiative.
Jamie has worked in senior executive positions in the Third Sector for nearly 20 years, leading and developing sizeable manufacturing and service offering Social Enterprises in Scotland, Ireland and Poland.
With a passion to embrace the power of Procurement to support the sector, Jamie is keen to support and influence both private and public sector organisational policy and strategy that facilitates and encourages sustainable and profitable procurement opportunities for Social Enterprises.

Alastair Young
Associate Director - Net Zero Transport
Alastair is an infrastructure programme delivery specialist currently working with Transport Scotland and local authorities to accelerate the delivery of electric vehicle charging infrastructure across Scotland as well as exploring ways to mobile private sector capital to support infrastructure delivery in this sector.
Former roles have included managing the delivery of complex infrastructure projects and programmes in the education, waste and water sectors. Alastair also has a degree in Civil Engineering and an MBA.
Brendan Little
Procurement Manager – Collaborative Construction Team
Brendan is a career government procurement officer who has been part of the Scottish Government’s (SG) Collaborative Construction Team since it’s inception in 2019.
In collaboration with Industry and with Public Sector Bodies the ‘Team’ have recently awarded the first iteration of a Civil Engineering (Scotland) Frameworks to 8 suppliers for projects from £5M to £100M and have established an accompanying Dynamic Purchasing System for Civils projects up to £5M.
Brendan began his purchasing career in 1989 with the Ministry of Defence (MoD) before joining Scottish Government in 2014.
Brendan has operated within various commodity groups including stores items, medical provisions and estates for the armed forces; and shared services, ICT platforms and construction for SG.
Whilst with the MoD Brendan spent 8 years on secondment to the NATO Eurofighter & Tornado Management Agency in Munich where he worked on the commercial arrangements for the development and production of the Typhoon weapons system.

John MacIntyre
Head of the Procurement and Contracts Teams
John is a Chartered Civil Engineer and is the Head of the Procurement and Contracts Teams at Transport Scotland. He and his teams play a pivotal role in supporting policy and project delivery staff across Transport Scotland to achieve our corporate goals and deliver the Scottish Government's vision for transport. John and his teams provide procurement, commercial and contract management on high-profile projects like the £3bn A9 Dualling programme, as well as on smaller value works, supplies, services contracts and frameworks. He also gives procurement and governance advice to Project Boards in Transport Scotland.
John began his career as a graduate civil engineer with Scottish Water in 1993, where he worked on the design, procurement and construction of drainage infrastructure improvement schemes. He also managed Drainage Area Planning programmes to determine investment priorities and enhance the performance of the drainage network. John became a chartered member of the Institution of Civil Engineers in 2000 and moved to the transport sector in 2005 when he joined Transport Scotland as a senior engineer. There, he has contributed to a wide range of activities including; representing Transport Scotland's interests on technical project boards for the Design Manual for Roads and Bridges, project managing trunk road design projects, as well as leading and managing procurement competitions. John was appointed Head of the Procurement Team in 2018 and then as Head of Procurement and Contracts in 2021.

Lindsay Robertson
Implementation Manager - Scan for Safety Programme
Lindsay is currently the NHS Scotland Scan for Safety Programme Implementation Manager and has recently led the national implementation team to successfully roll out a national Inventory Management System across all NHS Scotland Health Boards. Lindsay is now leading the national implementation of Point of Care scanning for the national Scan for Safety Programme. Via Point of Care scanning and the adoption of global standards, the programme aims to increase traceability and recall ability for medical devices used in acute care.
Previously Lindsay was the Technology Services Manager for NHS National Services Scotland National Procurement - the Centre of Expertise for NHS Scotland procurement. It was here that she was responsible for strategic leadership of digital procurement solutions, delivering national programmes of work that embrace new technologies and digital solutions to transform services.

Peter brings over 25 years of diverse experience in business management across the medical device, healthcare services, and property sectors. As the National Procurement Category Manager for Heat and Power Purchase Agreements at NHS National Services Scotland, he focuses on advancing sustainable and innovative procurement practices. Peter’s background spans global business management, strategic sourcing, and governance, supporting his focus to optimise procurement strategies. Siôn started working to address Scope 3 emissions at the University of Edinburgh in 2018 and, since 2021, has been focused on ensuring that environmental sustainability & human rights are considered within institutional procurement processes. Siôn’s role looks at how the University can embed circular economy principles to reduce the consumption of goods, services and works, as well as developing opportunities for sector-wide collaboration to support achieving ambitious climate targets.

Laura leads the Social Recruitment Advocacy Group, a network of 150+ employers, specialist partners, and individuals with lived experience, advancing Social Recruitment and Retention initiatives. She collaborates with major organisations such as G4S, Sodexo, AMEY, Lidl, M Group, Milestone Infrastructure, and NHS Employers to integrate social responsibility into business operations. Laura is also adept at guiding organisations to leverage government-funded recruitment, employability, and skills programs to meet their Social Value and ESG objectives and is leading on the launch of the Social Recruitment Covenant, set for 2024.

Fiona is a highly experienced and innovative publisher within the public sector who, throughout her career, has worked in a wide variety of roles within the industry - even starting off as a book seller. Committed to widening access to government information through improving accessibility and engagement with the public, Fiona promotes knowledge sharing and best practice in implementing publishing standards. She provides advice and consultancy services in content creation, accessibility and publishing to all areas of the public sector from discovery sessions through to training and process implementation.
Her professional interests include accessibility, citizen engagement, Open Government, Open Data, e-Government, digital inclusion, and the current and coming impact of AI on all of these within public sector publishing.
Saskia Quelleron
Climate Change & Circular Economy Supply Lead
Saskia is the Climate Change and Circular Economy Supply Lead for National Procurement. In her capacity, Saskia works with stakeholders including suppliers, procurement leads and the Scottish Government to drive sustainable change through procurement activity. Saskia has a breadth and experience in the NHS having worked in both National Board and Territorial Board capacity for over 15 years, in addition to her diverse experience in both civil service and private sectors. Saskia is the author of the current National Services Sustainability Strategy of which her work is a part.
Iain Robertson
Scan for Safety Clinical Advisor and Workstream Lead for Medical Device Data Hub and Reporting and Analytics
Iain held a previous clinical role as a consultant interventional radiologist based in NHS GGC for over 15 years and had previous posts in Leeds and London. Currently working in the Scan for Safety Programme as Workstream Lead for the Medical Device Data Hub and Data Reporting and Analytics Workstream. He also works as a clinical advisor for the Scottish Government Medical Devices and Legislation Unit with a focus on Medical Device Regulation.
He is past President of the British Society of Interventional Radiology, founder and member of the BSIR Safety and Quality Committee and a Fellow of the Cardiovascular and Interventional Radiology Society of Europe. Iain has been Chair of the Scottish Health Technology Group which is responsible for providing advice to NHS Scotland on the evidence for clinical and cost effectiveness for health technologies.
He has published more than 60 peer-reviewed articles, delivered more than 100 invited lectures, contributed to a wide range of service improvement guidelines and co-authored a textbook in Interventional Radiology. His interests include health technology assessment, patient safety and quality improvement.
Kristen Green

Kristen joined Crown Commercial Service (CCS) in 2013 and has worked in various roles across the business over the past 10 years including project management, commercial strategy of £bn frameworks and business development.
Kristen recently followed her passion for the environment and took on the position of Head of Sustainability, working to decarbonise the £30bn annual spend through CCS. Kristen works closely with public sector buyers, suppliers and industry bodies to help accelerate the journey towards achieving CNZ by 2050 at the latest. Kristen is MCIPs qualified.

Chris began his NHS career in 2010 at Dumfries & Galloway Health Board as Efficiency & Productivity Manager and later covering the Head of Procurement role. He then moved to NHS Lanarkshire in 2016 as Head of Procurement and later, General Manager Procurement. Chris then moved to NHS Greater Glasgow & Clyde to take up the Head of Procurement role in 2021. Chris is passionate about building and developing Procurement teams to ensure compliant and effective Procurement services, deliver savings and to achieve key corporate & social responsibility outcomes.

Karen qualified with an MSc in Information and Library Science. As an Information Governance Senior Consultant, she is an expert in data analysis and classification, the development of retention schedules, records & information management policies, as well as performing information governance maturity assessments.
Prior to consulting, she worked as a training specialist, developing and implementing training and programme delivery solutions in the professional services and education industries.
Henry Sullivan

Henry has worked in UK public sector archives and records management for over twenty years in Manchester, Glasgow, Stirling and Edinburgh. He joined the City of Edinburgh Council in 2013 as its records manager, responsible for developing its first statutory Records Management Plan, which required a major review of their records management arrangements.
More recently, Henry has been managing the Council’s offsite records storage contract with Iron Mountain, the 900-year-old Edinburgh City Archives, their digital preservation lab and their response to the Scottish Child Abuse Inquiry.

With over 14 years of experience in the construction industry. Initially focused on the private sector, Jade played key roles in significant projects such as the A6 Manchester Airport Relief Road (A6MARR), the Edinburgh Glasgow Improvement Programme (EGIP), and the construction of Morar care homes throughout the UK. Now in public sector procurement, Jade has taken on a pivotal role in the New Build Residential Construction Renewal framework, leveraging her background to enhance procurement strategies that drive economic growth and deliver social benefits across Scotland.

Laura Muir is an experienced procurement professional currently working with Scotland Excel as Strategic Procurement Manager responsible for the Contract Delivery Team. Laura has a Bachelor of Accounting degree from the University of the West of Scotland and achieved Chartered Manager status in 2022. She is currently working towards MCIP, studying CIPS Level 6. Laura’s early procurement career was focussed on manufacturing roles within the private sector, before transitioning to the Public Sector when she joined Scotland Excel in April 2018. She is skilled in Negotiation, Strategic Sourcing, Management, Contract Management, and Supplier Evaluation.

His recent projects include delivering Scotland Excel’s first-generation national framework agreement for property maintenance and refurbishment works and tendering the renewal framework for security services and cash collection.

He has over 10 years experience in the highways sector, delivering projects for public and private clients. Darren is the Computacenter Chief Technologist for Data and AI within the UK Office of the CTO (OCTO). Having worked in the IT industry for over 30 years, Darren has carried out a broad range of technical delivery roles as well as customer consulting roles.
Darren’s role is to help define the strategic services direction of Computacenter for data and AI within the UK Solutions area. Working closely with our internal technical and sales teams as well as our customers and close collaboration with key technology partners to understand and align on propositions and joint go-to-market strategies.
Darren is active within the development of Computacenter’s Thought Leadership program, and works closely with Computacenter Group to help build standardised global service offerings for data and AI
